Who do you think is the dumbest fictional character ever? Also, when I say "dumb", I mean "lacking in IQ points", not "unlikable". Same rules as usual:

 

The media they originate from doesn't matter (TV, video games, movies, books, etc.)

 

No real people who appeared in fiction. So no Kanye West because he appeared in South Park.

 

Only individual characters. For example, Goombas from Mario don't count, because they're not individual characters, but a group.

 

For me, it's probably Billy from the Grim Adventures of Billy and Mandy.
