Looks like Unbleak ENB with the specularity increased (note that the screenshot is also taken in the Aether Suite with it's amazing lighting, so it won't look the same in regular Skyrim).

Pretty sure that outfit is a mashup with Hotpants Bikini being the base. The jacket comes with it but the hat and backpack don't. Here's a link.

The guy who created the mod page winny linked to isn't really someone you can call with credibility.

Ah, I forgot to check the link for the mod. It's pretty old, used to be what people used when it came to glossy skins, instead of using glosstech. But I suppose the nifskope edit I proposed won't fail.

 

Also when I wasn't really using 'credibility' correctly. More like… he's more infamous to me for lacking a lot of the necessary… Nevermind scrap this. My point is basically when it comes to mods, this guy is not the get to go guy to begin with. But yea it was my mistake for getting my head in this conversation, pointless effort I did.

 

Oh and I checked his channel since a long time. He's actually getting likes now, but the comments are still disabled. :(

Apprentice mage clothes you can find in some UNP armor/clothes replacer. West Misfit by brokefoot for the arms

 

 

In case you want a more useful answer to your question, this is from the "a little sexy armor replacer" mod on Nexus:  http://www.nexusmods.com/skyrim/mods/5564/?

And it's the journeyman robes, not the apprentice robes, though the mesh is also shared with the archmage robes.
