I have this issue too. Says it will import around 6k actions, then only 2k get done.

That just means you don't have matching animations for the remaining actions.  If you were to install more SLAL packs, the number of matching actions to apply would increase.  Some may also apply to old animations that have been purged from authors SLAL packs, but left in the action logs for compatibility with older packs.  So not a problem, just that there are more SLATE actions available than you have SLAL animations to apply to.

Anyone have some personal action logs for animations not covered the widely available sets. 

Anim stage labels for both human and creature, for the Billy, Anub, and Babo sets in particular.  

When I build some (by editing a json file directly, which seems to far easier than using the MCM), I'll share mine.
