It was in Maevan's skin texture preview, probably belongs to LE era

Looks like vanilla just with skin, eyes and brows replacer. Hairstyle is vanilla certainly.

She looks like Bijin NPCs Rikke but still a bit different so I'm not sure

No, it's not. I'm certain of it. This is not from any named NPC replacers I know.

 

In fact it may be one of the New Game presets from character creation. If I were to guess I would bet on Breton female preset 3 or Imperial female preset 7. With skin replacer and some ENB thrown on top.
