Hello i know no mod exist like this. 

 

But is it possible to spawn all npcs with a specific item (clothe) on. 

 

So my idea is just to spawn all npcs with a panty from lacy underwear.

I recommend to use some outfit replacer and then add underwear to each outfit in replacer
