What's the best sims game for nsfw modding?

Define "Modding"; do you mean using mods, or making mods?

Sims 3 XML mods are pretty simple but they're also pretty limited. You can do some pretty impressive XML mods in Sims 4, but it's more complex.

Sims 3 is stable. Sims 4 is updated at an annoying rate

Sims 3 uses C#, which is sort of like C but on drugs. Sims 4 uses Python. 

To make animations you need Blender and a good rig in either case.

 

As for using mods, I think Sims 3 Kinky World is excellent, but it crashes your game every once in awhile. I think the later versions of KW are much better (https://www.patreon.com/onikikay). 

Sims 4 Wicked Whims is rock stable and the author is very good about keeping up with Sims 4 updates... but imho there's less game in WW.  WW has a some features but I tend not to use them. Sims 4 also has Wicked Perversions. Mostly I play prostitutes and Dolls with that. It's a great mod! I haven't figured out the succubus thing, and it is overwhelming imho. I tried playing an earlier version of the succubus and it seemed to me that sex becomes the entire game.

Where is the problem? There are a few modders who intentionally create mods which break with every update and by accident some of these authors also add trackers to their mods reporting to their servers when you use the mod. Using these mods is really a pain and to many users it seems that it's EA fault that mods fail after an update.
I had absolutely no issue with DD and my High Heels mod broke once due to a TS4 update as EA introduced a bug in their code. I also write xml tunings which will never break the game - but of course I don't copy EA code and paste it to a new .package with one modification.

Sims 4 is far better quality than Sims 3 and more Mods are available IMO.
