Is it just CBBE textures that don't get over exaggerated muscle tones?

 

I haven't come across any UNP textures with toned thighs and calves without over the top arm muscles and abs.

There is Demoniac with its multiple levels of tone that can be selected via the FOMOD options.

You could also try out the Waifu Body retextures to see if they suit your tastes.

You could use a photo editor that handles .dds files and modify the textures to your liking.

 

You can tone down, tone up, add or remove parts of the muscle maps.

Comes with a crap load UNP Texture files, including lots of "Normals" from chubby to full on test. abusing body builder with chest size options to match.
Don't need to install the mod, just open up the archive and take out what you want.
