Changing load order causes problems

I'd not have thought a load order change (other than something silly like moving a mod to before its dependants) would affect a new game, only time i've had load order issues (mainly SoS being moved which it doesnt like) its all been on existing saves, a new game itself works fine with the new load order

 

Is that just me reading it wrong or are you having the issue on new game as well?

From my experience the deadliest thing you can do is add more esm mid game ?

(exchanging mods works tho, add placeholders for future esm)
