Concept question: Can having too many mods confuse the AI?

I'm not talking about having lots of armor, weapon, or texture mods. What I really mean is having a bunch of Sex Lab mods, maybe some framework mods and others quest mods. It seems that sometimes the NPCs sort of stand there, like they need to wake up. It could always be just "one of my mods", but I wonder if there's any truth to that, like the hidden thought bubble of an NPC says "Make up your mind! Which mod am I supposed to be hooked up to? Am I supposed to sandbox during specific hours? Am I supposed to defend you? Am I supposed to train slaves? Make up your mind!"

Yes you can.  NPC activity is based on packages.  Packages change based on criteria but sometimes it takes minutes for the game engine to catch up.  If you suspect this, open the console, click on the NPC in question and type

 

evaluatepackage

 

then exit the console.

How exactly does the AI work? I know it's something the game engine evaluates continuously (is that the correct word? Lets refer to "it" instead ?). It must at least be every couple of second due to how exactly NPC AI packages trigger in game.

 

Further more, how large area or cells does "it" handle? Does it evaluate every AI package in whole of Skyrim? I'd like to think no, but then again, how does it now when and where to place forexample these groups of merchants from the mod Immersive Patrols 2 if it didn't evaluate all packages? One day they are at whiterun. Next day in Markarth and so on. Does it evaluate packages in different stages filtered by days first for example?

The game evaluates packages in the loaded area.
