request Random NPC victims?

Are there any mods that add victims to the wasteland that are victims or captives of the raiders which you can rescue?
Adult or not, it's cool either way. 

I thought those quests to rescue settlers were a nice touch, and they felt quite believable. But there aren't very many, and they were generally very light-hearted considering they were abducted by psychopaths who proceeded to do...absolutely nothing to them, sure bro. 
So I'm hoping there are more that play on that idea of you, General of the Minutemen, "Saving the Commonwealth".

This looks quite believable so far, would be a nice touch to be a good-guy protagonist who gets to rescue people in these scene... as Fallout's wider narrative sort of suggests you would do

Yes, that's the idea.  You can rescue them or leave them where they are; if you rescue them you can send them on their way or recruit them as settlers.
