It's small plugin that allows you to select npc which will sneak and steal skirtsfrom females in Oblivion

Spell will be automatically added to your spell tab

well, its somehow funny, but the menues arent self-explaining and there's either a skirt flipper in every town by default, or he follows me. also you cant deactivate a skirt flipper.

 

one spell offers the option to turn the touched NPC into a skirt flipper (starts sneaking+running and flips skirts randomly) the other summons a skirt flipper. (who will definitely go after you if you're female.)

this was annoying yesterday, as the skirtflipper always attacked my companion "elizabeth colourwheel" and she wouldnt put her clothes on afterwards.

I had a bit of fun with this one when I was stuck on a super potato pc for a bit and could only really run Oblivion.  I spawned flippers all over the Imperial Market, and it was truly hilarious.
