How to get this effect on a picture? #2 [Solved]

Hello, Just wondering if someone knows how to get the effect around the edges as shown on this picture or if it has a name so I can search properly for it.

It looks like an overlay of some kind.

Its a vignette overlay. It looks like two different ones as well. One that creates the white edges, and another than gives that painted/pixel look on the edges
