Hi.
The problem is the following:

Installed Skyrim last week on my new and stronger pc, and everything is fine. I downloaded 160 mods which i really needed, and again, everything is fine. Played like normal.

Until 2 days ago, when the game's performance suddenly dropped.   Not clear why. I found out using Steam's built in fps counter that the fps is constantly at 16 during gameplay, and in the main menu.
During loading screens, it is 30+.

Never encountered anything like this before, and i can't find anything on google about it that helps...

Not sure what happened, like i said, the game was running very good, even on ultra settings and using an ENB.

I'd kindly ask for advice, as this is ruining my game.

Maybe try stopping background processes and programs with the Task Manager, and delete everything out of the %temp% folder? It could also be you're running out of memory. Those are my only tips, other than uninstalling some of those mods

Okay, I'll bite. What else happened two days ago that might have done this? A Windows update?

That's it. Nothing. I double checked.    It turned out to be caused by and ENB preset i used, namely the Cinemascope ENB.  Weird, because everything was running fine before, i've been using that for years.

Switched it out for another and now it works fine.   That's all, i wish i could explain anything but i can't, lol.   I really have no clue about what caused this problem.

In 'enblocal.ini', did you change 'ExpandSystemMemoryX64' to false?

Because I faced the same issue, my FPS dropped from 40 to 20, all because of this change in one line.

Do you run HDT physics? If you do make sure you have the proper skeleton that can support it. I had a similar problem a long time ago where my game would run at very low framerates during gameplay and have 30fps during loading screens.

Make sure your skeleton can support your HDT physics.

So you installed Cinemascope ENB on this machine. You installed it on your previous machine where it ran fine. Could it be . . no . . .wait . . .yes, could it be that you may have made a mistake while installing it on your new machine?

Check your enblocal.ini for these lines

EnableFPSLimit= (check if it's set to true or false)
FPSLimit= (should be at 60 if you set the previous line at true)

That's my guess here
