Skyrim SE Overlapping screen

I just re-installed skyrim SE as im thinking on converting my mods over to the new skyrim, loaded my save point and

the screen is all overlapped, I've updated my graphics cards and also tried enabling SLI  I even lowered the

games graphics and tried it on windowed mode... but still the same problem..

 

is there a fix for this or should I just scrap Skyrim SE?

Burn it burn it with fire!!! Other then that I have no clue as I don't use that version.
