Invisible Spider Webs, Fire, etc.?

So I've checked the web for answers but it seems like most "solutions" for this semi-common glitch amount to a shrug of the shoulders or suggestions to try changing Skyrim's settings. Only thing is I don't know that if that would really help and I'm loathe to change my game's current settings because the thing tends to be kinda finicky and not handle higher level settings too well (fyi I have the settings set to medium and anti-aliasing off plus a few game-stabilizing mods like Crash Fixes, etc.) I'm wondering what I can do about this and would forever be grateful if someone could help me out. I had this problem previously, before doing a factory restore and reinstalling Skyrim and all my mods. And this one mod I used, can't remember what it's called, seemed to work. It was a mod to trick Skyrim into thinking my ati radeon card was a Nvidia card and suddenly everything was fixed! Is there any particular reason for this? The person who shared the link to that mod said Skyrim and New Vegas don't seem to play well with ATI graphics cards. Why do you hate ATI cards Bethesda?! T.T Sadly, the link is broken now and no longer leads to that mod (it was on Nexus, and I guess it got taken down or something.) So now I need a new solution, or to find another mod or a mirror link to the aforementioned one to trick my PC into thinking my card is Nvidia instead of ATI. I realize I don't have the best computer, it's kinda old and I'm running an integrated graphics card, but if there's another way to fix this issue I'd be so happy.

I doubt the issue is related to your graphics card but have you tried downloading the latest drivers?

Don't download a 7 year old program which has little or no description and relatively few endorsements.

A mod list would be more helpful than all the stuff you posted and please use spoiler tags. This problem seems to be lighting related.

I am assuming that you are certain the web is there, e.g. you cannot walk past it? And the same for the fire?

Especially since it is safe, since only one copy of the original DLL has to be created as a backup.

Relative little endorsements - maybe this video card is not very common.

Because there may have been an official or unofficial patch which deals with this or makes that dll a problem.

I know but I don't know whether they are the latest drives for that card.

If you google the problem you will see that the hits point to a lighting issue but you always try to complicate things.

Thank you, this fixed the issue! Only problem is while I can now see my flame spell just fine (and presumably spider webs too, though I've yet to encounter any in my current playthrough) the water when I go underwater is all green and opaque. I know USLEEP has a fix for this and I have it installed but it seems this mod somehow undoes that. Any suggestions for how to fix this so I can have both visible spells AND water I can see through? XD

Thank you for your help as well, I installed the latest drivers but sadly that did not seem to fix my issue. The one mod Andy suggested seemed to work though!

Agree to 100% here whit Grey Cloud.

Why use that old DLL file when there is new and fixed? That one is since 2011 and you should not use it.

When it comes one that is dated to 2017 whit Enb program.

As already mentioned above, ENB can make a difference.
Do not expect too much. Your graphics card is the weakest version of the 4000 series. An onboard with shared memory, right?

If you want to use ENB, try it first as ENB Boost variant.
