Definitely one of the T6M variations. Found the top/shorts combo in T6M NPC NV (http://newvegas.nexusmods.com/mods/47248), only thing I didn't see was the pistol holster/shoulder harness - maybe separate mod?

As for the harness? I couldn't say which mod it's from specifically, mainly because it's been used in a ton of different mods. I think it originated in the Jill BSAA outfit, though.

Pretty sure the harness is in the T6M underwear mod where everything else came from. All he did was switch out tops using nifskope.
