I used this custom race mod: https://www.nexusmods.com/skyrim/mods/17488/?

Specifically the standalone version, since I didn't want all khajiits turning into cathuman hybrids.

The one downside is that the cat race doesn't come with the car ears, so I had to use another mod to get that..

There should be other race mods like this one that might do the same thing but better, you gotta look around the nexus a bit.

As for whether you can make NPCs on them, it should be possible. But you need to copy the custom race and assets to make said NPC, which means you need the mod author's permission or keep whatever NPC you make private use only.

Same as djregs and my Prince ..... great work, but Tammie is one and only.
