Your load order is a mess !!!

 

And are you sure you don't have more than 255 esm and esp ?

Oblivion.esm + 254 esm and esp.  ( active esm and esp )

 

The highest two-digit hexadecimal number is FF (255)  but FF must be free/unsued for created items and NPCs in game. Copies that do not belong to any ESP/ESM have Load order number FF.

So you have Oblivion.esm with Load order 00 and Mods with number 01 to FE  ( 1 to 254)

256 in hexadecimal  is 100, and a three-digit load order number is not posible , the game will crash.

Don't use LOOT for Oblivion sorting!!! use BOSS.   A wrong Load order can crash the game!

Not only is it a mess, I can see mods (like Oblivion vwalk.esp) that aren't supposed to be active.  You're not using a Bashed Patch, and that's not good...

Sorry to bust on you, but you need to delete everything and go back to vanilla oblivion.  

Then install mods ONLY after reading the readme.txt files for them.  A clear indication you did not:
