The fins are from a mod on Steam Workshop so you can't get it with a pirated version, check out /r/ModPiracy on Reddit and see if anyone there has the fins mod.

The head is from brutish argonians with additional morphing, with Monsteraider's textures and Chileanwolf's argo "hair".
