That looks like SOS with BodyBuilder body and the Masculine Argonian Textures by MonsteRaider.

you can download SOS here and BodyBuilder on the Nexus.

 

The fins are from a mod on Steam Workshop so you can't get it with a pirated version, check out /r/ModPiracy on Reddit and see if anyone there has the fins mod.

Probably because it's actually a Bulky beast skeleton, not body builder. The head is from brutish argonians with additional morphing, with Monsteraider's textures and Chileanwolf's argo "hair".
