overlays disappear when submerged in water

 

is there anyway to fix this issue?

 

in this case i'm using Frecklemania 1& 2

This is (unfortunately) normal. In Skyrim it affects all textures with alpha channels.

Overlays and also meshes (stockings etc.)

I guess this is how Skyrim transparency system works.

guess it's environment flag if you don't want your transparent eyes, hairs, clothes, tatoos or whatever to disappear in transparent water
