Lonesome road armor to fallout 3 mod help wanted

Hello everyone got a small request

i adore the elite riot gear from lonesome road

in fallout 3 there isn't anything like it

so i find a mod that adds the armor of lonesome road to fallout 3

i problem tho it is in Russian and i do not have a basic understanding of the geck

there is from the armor sets that came with the pack i found

 

i would like 2 versions

the stats from the elite riot gear i would like them to be changed to the following below

 

VERSION 1

 

ELITE RIOT ARMOR [Riot's Destruction]
Armor Rating:  39 DR
Critical Chance +5
Action Point +10
Charisma +1
Radiation Res +10
Weight:23
Value: 12500
Item Hp: 1100

ORIGINAL ELITE RIOT ARMOR [Riot's Ruin] (FOR REFERENCE)
Armor Rating: 22 DR
Critical Chance +5
Guns +10
Charisma +1
Weight:23
Value: 12500
Item Hp: 750

 

ELITE RIOT HELMET [Red Terror]
Armor Rating: 6 DR
Water Breathing
Per +2
Radiation Res +5
Critical Chance + 10
Weight: 6
Value: 1500
Item Hp: 100

ORIGINAL ELITE RIOT HELMET [Red Scare] (FOR REFERENCE)
Armor Rating: 6 DR
Per +2
Speech +5
Weight: 6
Value: 1500
Item Hp: 100

 

Version 2 is the same enchantment but the armor dr raised to 50 with an item hp of 2000 and the helmet with a dr of 10 with not change in item hp

 

1 little thing i do not know what the repair has been set to if it isn't too much work set it to combat armor and helmet?

I can't help you, unfortunately, as I've not set up Fallout 3 for modding. But here's a how-to-do-it document for you.

In my TaleOfTwoWastelands build, the ESP gave me wrong-references errors, but it might work for a Fallout-3 only install.
