everytime i talk to someone and select make a normal settler if I talk again it ask the same option

also when disabling mod in settings it still is running

Prostitution works but I do not have the ability to hire settlers for brothel. Prostitution is toggled on but I still only have the option to "trade". There is no other dialogue options.
