That is because you didn't select the correct ownership for the weapon in the CK. Load up the CK and change it's ownership so that you can pick it up.

 

What ownership? I couldn't find anything relating to the player at all. This was mainly what I was asking. Perhaps I could've been more clear.

In the CK you must set the ownership for the weapon to the right setting or it'll be listed as stealing if you don't. I can't seem to find anything for setting the ownership but this video link on custom weapon might help.

One thing I don't understand, is that I have two weapons in there, and didn't mess with the ownership on either of them, but one is completely accessible, whereas the other is considered "stolen"

Try opening both and looking to see if there is anything different between the two. There might be something different between the two where the one might have something ticked or not ticked. I haven't worked much with things and ownership's other then making sure to set my clothing that I add to my game as playable.

Well, I fixed my issue. I just had to set the faction to Player Faction. But for some reason, I can't move anything in small increments in CK, just bounce them around in huge amounts. How do I move them precisely?

Not sure what you mean by moving things. If you are talking about moving something to a specific container or place just open the container or place you want to place the item at and drag the item onto the container box or the screen of the place where you want to put it and drop it where it looks alright.

If you mean moving things in the Render Window, Right click on your item in the Cell View Window and choose "Edit". If you click to the 3D Data tab all the way to the left in the window that pops up, you can move your object using the arrows. The number in the right box in each pair determines how much the object will move/rotate each time you click the arrow. It may be a good idea to copy/paste the coordinate data from some other object near where you want to place your item as a place to start. Just make you don't accidentally edit the object you're copying from. If it has an asterisk next to it's EditorID entry that means you changed it somehow. Right clicking in the Render Window runs the risk of rotating the target, so I don't recommend it.
