Unless I'm missing something, this is an image of rocks that have fallen onto a sign warning of the danger of falling rocks. The only fail here, in my opinion, is the person who made the meme tagging it as a fail. Because rocks falling here is pretty much what you would expect.

Since this is either Photochopped or staged in front of a partition, the epic fail is tagging this as an epic fail. Or maybe it's the tagger's way of saying to the photographer "You don't really think anyone's gonna buy this, do you?"

 

My larger point is that this image, in its entirety, is an epic fail. But on what level is it a fail? One level on which it is not a fail is "Giant shark menaces divers moments after having their photo taken," because that did not happen.
