I think that was the Shojo Race for F3.  I think closest thing to that right now is the Custom Playable Children mod, http://www.nexusmods.com/fallout4/mods/19401/?  that mod along with Higher Female Children Voice http://www.nexusmods.com/fallout4/mods/1229/?  Allows you to play as a child with correct sounding voices.  There are some issues but its playable.

Can anyone tell me where these pieces of clothing are from (I especially want the skirt, the feather jacket? pretty much all of it really...) There are also fishnet stockings you cannot see from crop

The Skirt is part of Easy Girl (along with the left leg holster, and the necklace).

Fur Coat and Gloves  - Papas Fur Jacket

Bikini Top and Bottom from the chain link bikini (or what ever the FO4 conversion is called)

Most of the wrest is EasyGirl

 

The one I'm not sure about is the part covering the abs... Cause I just pulled the last version of Easy Girl and didn't find it in there.

(Bump, still need to know what the things wrapped around her sides are from.)

That corset is from "Complete Anarchy" made by RPublishing and is licensed only for use by Poser/Daz so it's not likely you'll see it (legally) in any game.

 

Edit: Renderosity has an extended license purchase but I don't know the details of it so it may be legal, not sure.
