Some trouble with ENB and load times + fps (other than the obvious performance impact of ENBs)

So, yesterday when I loaded up Skyrim after having not played it for 8 days, I noticed an abnormally long loading time when loading up the save. While it would usually take about 20 seconds or so, this time I sat around waiting for well in excess of 3 minutes until it finally loaded up, with horrible frame rate (0-10 instead of 40-60) and stutters. I have a quite good graphics card (980Ti) so I shouldn't normally get these problems.

Quite befuddled by this I went ahead and tried to pinpoint the problem. The natural response is to reverse any changes done to the install or settings. Thing is I hadn't touched the game or anything related to it since the last time it worked just fine.

So, figuring it may be some mod that might be causing delayed problems, I made a new Mod Organizer profile without any mods so that I could start enabling them one-by-one to check what was going on. Nope, still long load times (although slightly less than the older saves).

Well, turns out, getting rid of the ENB (as in deleting the d3d9.dll file) put everything back to normal. It's not enough to just disable the graphical effect, not through the in-game ENB menu, nor by disabling it in enblocal.ini, I have to delete the .dll). The ENB-version I was running was v279 and the preset a slightly nerfed Realvision.

So, removed all files related to the old ENB and re-installed it without any preset. Nope.avi, still long load times and low fps.

At this point I had a look in the Nvidia control panel to see if any settings had changed there, but it no longer detected Skyrim (I can add it manually though and those settings haven't changed). So I figured maybe some registry key had "gotten lost". Re-installing should fix that. I remove Skyrim through Steam, delete any files left in Data, get rid of Skyrim.ini/SkyrimPrefs, chased down any SKSE inis I could find, restart computer etc. Install the game, set up the .ini settings and install basic ENB without any preset.

Huzzah, fps is back up but load times still kinda iffy.

So I started turning ENB effects on one-by-one (Ambient occlusion, detailed shadows etc). Working fine. I then restart the game and it's back to the low frame rate.

Noticed there was a new ENB out so I tried that on a new MO Profile. Still messes up and getting rid of d3d9.dll fixes it.

At this point I normally pull my old rant about Windows updates and do a system restore. Thing is I haven't installed any updates during that time (I've set it to manual updates). Figuring that might be the problem I went ahead and installed the latest system updates. Nope, nada.

I seem to recall updating Avast relatively recently, not entirely sure if that was within the 8 days, so I went ahead and added some new exclusions for TESV and enbhost. Still nothing.

At this point I fired up a process monitoring tool to check if the game was getting stuck while loading any specific files, but no, it's loading things just fine. The only thing that made me suspicious is that the TESV.exe process is calling on ddraw.dll and some other (what I think are) graphics-related dlls fairly often (CreateFile, CloseFile, QueryBasicInformationFile within 0.001 seconds). I'm not tech-savvy enough to draw any real conclusions from that, from the little I know it's not too unusual for a program to operate on that time-scale, especially not if it's graphics-related.

So, I've kind of run out of ideas. Might be missing something incredibly obvious here but after two days of trying to reason and trial-&-error I figured I could ask for some advice.

So, has anyone else ran into a similar problem or have ideas? Anyone have some magic dxdiag-trick to address the issue?

I'll attach my system specs, and bare-bones papyrus logs. I'll also attach the crazy load-order that I used for the old saves. I apologize for the lengthy post.

Without enbseries or enblocal the .dll file is useless and won't know what it's supposed to do.

This is pointless.

Sadly the problem does persist through re-installs of the ENB, and removing the local inis before launching does not appear to fix the issue, instead gives a few errors, thanks though!
