Im pretty sure it will only work with 2 seperate hairstyles at any one time, so you'll have to choose your two favorites and input the relevant numbers into the DLC Tool. Here is bbbmods great hair and face guide. I use this everytime I enter a new costume into the DLc Tool.

Thank you for the mods, i don't know why i select hairstyle 3 and 5 ,the scarf disappears, while with hairstyle 2,3,4 its fine

Here is a hipster look I compiled for Hitomi. I really like the scarf physics in this game

She has Lisas (modified) earrings, Lei Fangs watch and Kokoros scarf. I also recommend using hairstyles 4 and 5 with the DLC tool (her 2 alternate looks). I dont like her original hair at all.

All informations are in .txt file.

I tried to insert the textures directly in the DLC but for an unknow reason it didn't work correctly, you can see the mod in game but when you want to fight or watch a cutscene I have an infinite loading so I share the original DLC + .dds files for textures separately.

I think that guy you mentioned is not the mod's author, because I happen to know the modder himself and he usually post his WIP and also download link in certain forum only. You can see it on here.
