NCR Correctional Facility Hostile?

So, for some reason, most of the Powder Gangers aren't hostile to me, Joe Cobb even suggested for me to go there after I took over Goodsprings with him, and when I get there. Everyone shoots at me. Even Dawes.

I've tried everything, ranging from resetting my reputation, doing setally, made sure to remove my infamy and add fame. I even checked to see if it was at Sexout Tryout's fault, which it was not. I'm pretty sure the only thing I haven't tried is to start all over, and although this is a relatively new character, I'd rather not seeing as it would be the 3rd time.

So, my question is simple: What the fuck?

I still would try two pairs of console commands:

setreputation 1558E6 0 100 (remove 100 infamy)

setreputation 1558E6 1 100 (add 100 fame)

setally 1b2a4 101f42 1 1 (player and powder gangers allied)

setenemy 1b2a4 101f42 0 0 (player and powder gangers neutral)

do that far from the penitentiary, like in GS. If you are there and they already spawned (and they are enemies) you probably will have to calm down any of them one by one

To expand on A.J.'s excellent suggestions, use the console commands he suggested while in Goodsprings. Then go to Victor's shack or another interior cell and sleep/wait for 3 days. Then go back to NCRCF and see what happens.

I did both and yet they attack me. Sigh.

Any ideas?

Probably a mod you are using. I have a similar problem in my game but only with the first PG you encouter leaving Goodsprings (near the plane). I suspect faction reloaded raiders to cause this as it adds some raiders there too. Other PG are fine for me (I killed those ones with console until I was able to snipe them undetected for no faction loss).

If you have a good rep with a faction, they are not your enemies when they spawn, then there's some script running that forces them to be enemies. No other true explanation for what I'm aware. Start a new game and use console, go directly to the correction facility (so you should be neutral) and see what happens.

EDIT: of course if you are using mods which add spawns or change factions, you can't foresee how they behave. For example you could be friend with (just a dumb example) vanilla powder gangers for whatever reason (like some added quest from Tryouts, but as I said it's just an example, try to see the bigger picture...), then you meet some AWOP bully convicts and they shoot on sight.

I don't use tryouts, but in my experience, the PGs behind Jeans, the ones at the PG camp behind the facility, the ones at the PG camp across from the parking lot, will become hostile if you hang out too long.  The ones over by SOStore, the ones by the trailer, and the ones at the Chavez camp, should be fine until you get lower than shunned.  Just a thought.

EDIT: What A.J. said....  Most of the time for me it's the Bullies from AWOP that kick things off.

i am having the same problem but no luck for me with new game

you might try this, if powdergangers is problem

clearfactionplayerenemyflag 0013F895

there I believe are multiple powderganger faction, at least two. but if that does not help

A.J. had a good one, but I would vary it like this.

setreputation 1558E6 0 0.0

setreputation 1558E6 1 0.0

setally 1b2a4 101f42 0 0 (player and powder gangers allied)

This will make the powdergangers neutral, no change either way, so you will have to build rep with them from there. but they should not attack you on sight

I know this is how I fix the legion problem

SetReputation F43DD 0 0.0  (Legion fix)

SetReputation F43DD 1 0.0  (Legion fix)

Setally 1B2A4 EE68A 0 0      (Legion fix)

Also when in console be sure to click on your PC (to get your character name at the top center of screen) so that the commands know the function calls are for your character

1b2a4 is the player character ID if you needed to know that.

maybe that will help, maybe not, I am just trying to help
