Sounds very much like a Disney sound.  I first thought of the squid woman from Disney's version of The Little Mermaid.  Think the name was Ursula.

While going through some of the stand-out science fiction programs of the 1970s and 80s, a few theme songs are sticking around in my head longer than others. 

Nearly anything that Koichi Sugiyama put out was pure platinum.

Buck Roger's theme was a perfect promise of all of the wonderful middlebrow sci-fi fun to come in every episode.

I find this one especially interesting due to the overlay of radio from the Apollo missions, as well as at least one from the Space Shuttle missions.  The music's rather good, too.
