Not really. The only game(s) that come close are also made by Bethesda. Some do offer some mod-ability, but Bethesda's Gamebryo is made with modding in mind where others just aren't.

A modded game? Skyrim. Not modded? There good looking ones out there, mostly MMORPG that I don't bother playing or following. For example, Black Desert, Blade & Soul etc.

I do not think there is right now, which is why Skyrim has become a bit of a screenshot rendering tool for 3d-modelling phobes. ENB + screenshot + patience = a pretty good 3d image.

There is actually a ton of games out there that put Skyrim's character creation to shame.

Unmodded, Skyrim's character creation isn't all that great. Very limited sliders to where everything pretty much looks the same. I mean heck, even ESO has more options than Skyrim does when it comes to character creation, and they're both Elder Scrolls games.

Most MMOs these days have way more options than Skyrim does. Even older MMOs have more options than Skyrim. Go look at stuff like Perfect World, or even Eve and APB. Those are MMOs and still have more options than Skyrim. Even GW2 has more options and other MMOs like what Afa linked above (Black Desert). Skyrim's character creation is not very good when you compare it to most MMOs these days.

But if you're talking about a modded version of Skyrim, than no. Because the possibilities are endless with a modded version of Skyrim. From ENB, Sliders, FaceGen, FaceMorphs, Textures, Body Types, etc etc, you can customize everything to the extreme and to your very own personal settings. Open up a model editing program, change the body and face to your exact shape, open up photoshop/gimp and change the textures to your liking, billions of mods out there to customize even further, you get the idea. Nothing will ever compare to the modding potential of a community. But it's kind of unfair to compare a modded version of Skyrim to vanilla versions of other games.

Not really. Because Skyrim, most Bethesda games really, were built with modding in mind. The creators even supplied the creation kit to make it possible. Nothing else that is a playable game has that kind of potential.

Until you realize the modding tool was released a while later after the initial game release, and has encountered stupid issues to this day.

But seriously, the game was made in mind of the consoles, modding came last to their to-do list. And seriously, even you would forgive their laziness to release the bug ridden, glitch filled game at 11/11/11, their later patches really screwed up a lot of the mods and has even stopped people from creating good screens (that involves character expression, a large part to make people relate, and like to). Check the 1.8 update log.
