You might try to increase your skill, get the perks you want then get soul gem filled with grand soul through console then enchant but that's the long, also only, way. According to my knowledge, anyway.

I plan to test it myself. Yeah there's a few of these type of mods, some which add more but that one you linked and the one I use seem to be minimal. This is the one I use below, which doesn't even need SKSE (though I think almost everyone who has any mods would have it at this point). This one has worked perfectly for me, can enchant whatever armor enchant on any armor piece/accessory. You can't do weapon enchants on armors and vice versa still though of course. http://www.nexusmods.com/skyrim/mods/15884/?

I plan to test it myself. I do use that and it does what it says very effectively, you can't enchant weapons with armour enchantments or visa versa but thats about it
