Anyway no idea, it has dark elves, and grumpy non topless nightingale armor, so going to say It's a Moon under water location, (if that's actually a thing, rather than a local Wetherspoons pub).

Correct to the location. You get a tight and shiny armbinder, just for you.

 

@ZelenEagle is correct, it's just the Nightingale armor you get when you become Guild Master of the Thieves Guild, also the road side thieves will pay you 500g while you wear it.
