Fallout New Vegas low fps? Why?

For some reason I get usually under 40 fps while playing Fallout New Vegas, which is astounding since I get way over 60 on much advanced games. I use stutter remover, but I already edited the ini to have a max fps of 60. I also have iPresentInterval =0 on both Fallout and Fallout prefs ini.

My specs are: Gtx 670 4GBs (I already have the mod for New vegas to use extra ram), 16GB DDR3 ram, i5-3570k.

I get pretty much the same average FPS with only 5 mods installed. Why? Because the engine sucks.

Have you tried using the optimiser to bring the size of the textures down? This gives your system a HUGE boost.

I always had issues with NV for a while, even with the 4gb patcher and an SSD, so I found two mods that have helped:

 

Stutter Remover:

I still get problems every now and then, as my SSD is only for games at them moment and not Windows (which needs it's own SSD for it's stupid virtual memory). Either way, the performance is heavily increased thanks to those two plugins for NVSE, and may be what you need...

 

EDIT: well, I noticed you have already used NVSR, but I'll keep it up in case anyone else has the problem and decides they need it

i blame the game engine, i can play for example bf4 or crysis 3 on max settings with no lag at all but sometimes my new vegas fps drops to 20-30s.
