The sprites files are bmp files, so you might want to consider using PC instead.

There are many tools available. I use my old cell phone to make my mods, specifically using Draw Pixel Art. It doesn't support the .bmp format, but it's still possible with .png; it's just a matter of editing the .json files (which is the most time-consuming part for me). However, it depends on your device. As long as it exports and imports the sprites correctly, that's enough :]
