tengo entendido no es posible debido a que uno es su modelo jugable y el otro su modelo de NPC,en ese entonces recuerdo hubo quien saco algunos mods para su modelo NPC  pero son muy pocos y contados

Good news - ORFix and Region got updated and there's no need to check for region to apply ORfix for NPCs now.

But I've noticed that Thunderblitz enemy is messed up - she has a different blend hash in Archon quest and Shadow realm, so here's fixed version

Yes... that's obvious... I asked if there's a way to make the playable skin transfer to the NPC's as well, not why the error occurred.

You can think of the puppet as having an original outfit and a new outfit, so you need to use the original outfit MOD together with another new outfit MOD, because the original outfit MOD can no longer be seen after completing the main story, so the newly released MODs are all applied to the new outfit. I have an original outfit MOD, so it just depends on whether you like it or not. You won't be able to see it after completing the main story.
