Stupid question that's probably been asked before but

Will steam ban me if I use the same steam account on the same pc but just under another windows user account? For context I want to make a separate user account to keep track of a secondary mods list that I have for a certain game while my main mods list is used for my main windows user account. I don't want to mix these two mod lists together or switch back and fourth between them so would it be okay if I made a second windows user account to use my secondary mods list with? I'm sorry if this sounded a little weird, I'm not good with explaining things.  Edit: It's a single player game.

Yes, Absolutely. This would be a clear violation of steams TOS. And it doesn't even stop there.
According to the Online Identity Separation act from 2020, its actually ILLEGAL to use different windows user accounts to log into the same account of any Online service. (applies to mac/linux as well).
So by doing this, you would also open yourself up to legal troubles.
Just use different MO profiles like every other human.

No it wouldn't be. Valve/Steam have no reason to care about what OS account you have logged into. All Steam cares about is that it is you using you account, and not you sharing your account with other users.

The what now? Could you provide a link? I've had a search and can't find anything about it. Its an act so it'll be limted to only one country. And I really want to avoid that country, because, due to my various jobs over the years, I've been in violation of said act for about 25 years, so really want to avoid going there. Also, I kinda like reading the discussions around laws that are so badly written that will fail the first time a half-way competent lawyer challenges it (as described here, anyone thats used, say, Facebook (around 2.1 billion or so monthly users), in both a browser and on thier mobile phone, at any time in the last 4 years would have been acting illegally.)
