TTW needs access to the engine of Fallout New Vegas and the resources of Fallout New Vegas and Fallout 3 (Plus all DLC) during installation.

They are also (partially) store-limited, if I recall their instructions on the installation-page

ive heard mods are fine on GOG, just wondering if both games gotta be on the same platform

You'd need to check the TaleOfTwoWastelands websites for the requirements. I don't know them from the top of my hat, and I did the install 2-3 years ago.
