If I'm using the latest patch but don't have the Anniversary DLC, do I have to use SE version mods instead?

I deleted my entire Skyrim due to reasons that aren't necessary now and I'm thinking of reinstalling, but I don't want to give Todd another unearned money (No Todd, your CC shits ain't worth shit)

most AE mods will work fine, even SKSE for AE should work on SE

DLC acquisition has nothing to do with SKSE compatibility. That depends entirely in your executable, and like madmans said, you'll have an "AE exe" aka a 1.6.1170 executable. So if you try to use SKSE plugins or SKSE itself for 1.5.97 you'll crash or the mods won't work.

Best practice,

Have a dedicated SSD drive only for Skyrim and your mods library of stuff you like.

Use Mod Organizer.

Change the steam manifest readme file for Skyrim to "read only" this absolutely prevents updates until you change it back.

This way you can keep a working mods list for years.
