There is no decision to start the event chain. The event that kicks it all off will happen at random after one in-game year has passed since the start and only if your current player character meets the following criteria:

 

Needs to be an adult female below the age of 30, needs to be available (i. e. not busy with an activity or travelling), needs to not be at war, needs to have both a mother and a father (though they don't need to be alive, they just need to exist at all), needs to hold at least one title of duchy level or higher as well as two counties, and needs to be either feudal or clan government.

 

This probably sounds highly specific, but it will make (more) sense once you have gone through the story. Matilda of Tuscany in the 1066 start date fulfills all these conditions if you need a generic character to start you off.

ah so with my own created ruler it wont fire... haha

If you want it to work with characters you created on your own, you can use A New Sensible Family 3 form the Steam Workshop. That one allows you to set a father and a mother for created characters (there may be other mods with a similar functionality, this is just the one I know). And then you should be able to receive the events like normal.
