Reality warpers like Mad Jim, Legion and Moira McTaggert are indeed extremely powerful but the existence of so many of them in one setting might cancel each other out.

 

Plastic Man is the one character that Batman doesn't even have a contingency plan for while also being part of Batman's contingency plan for other DC super heroes going rogue so I'll still stick with him, reality warpers being part of other settings or no.
