Pretty sure the armour isn't Mavari. In addition to about 3 seconds in, you can see a very clear pan-around at 8:25, and another good lock at the front at 14:30, neither of which resemble the Mavari. The armour in the video has some kind of fancy high-collared mail-looking element under a proper breastplate, plus there's that fancy belt.

 

You're essentially right about the cloak, though. Kirax certainly has a version of it, listed as "Ghulfaxia of Protection" (Public) though his version has large metal pauldrons and lacks the longer ankle skirt. BDO still seems like a good guess as to the origin, just not sure whose port it is.
