It looks like one of Billyy's - the name has hay bale or bale in it.

I looked in all of Billyy's animations and I didn't find it, he only has 1 animation with 2 horses and that's not it, and also this animation doesn't have bale or hay since she's directly on top of one of the horses.

It might be one of Anub's animations.  Someone has a couple 2-horse animations, I think, unless I'm just mixing a spitroast stage, a side by side one and something else.... but I think there are 2-3 animations in a pack.  I don't have a working Skyrim computer to check.
