Change the types of enemies that spawn

Is there a way to change the types of enemies that spawn in any random cave or fort, or ruin? 
i’d like to spawn less skeletons, and more zombies. And I’d like to do that if possible without using the console.

You can replace the spwan markers with "more Zombie" markers.

 

Solution 1 :

You create a new Levellist or lists and replace the spawn markers in all caves... some days work.

 

Solution2:

You check the Levellists that are used in the caves and you change those level lists.

Remove some skeletons or reduce the number and add more zombies.

 

With both Solutions you must of course create an esp because you cannot change the Oblivion esm. So a patch esp.

Open  Oblivion esm with Construction Set
Open a cell / dungeon / cave that you know has undead in it.
There you see the Red M, that are the Spawn Marker / Level Lists

You can delete the ones you don't want and add Level lists with more Zombies.

In the Object Window click Actors - LeveledCreatures

Almost all Level Lists with Undead

open the a Level List ( double click the List  or right click and click Edit )

Here you see a Undead Level list

In the level List are Level list. Each creature in the list is leveled.
You see a LL0Skeleton100_ It's a list with weak to strong skeletons.
You see in Player level 6 and 11 ghosts , not leveled, always the same ghosts.

You can replace things you don't want. Maybe in Player Level 1 and 6 you replace the entries with the LL0ZombieVariant Level list
And in Player level 8 and 12 you use the stronger  LL0ZombieHeadlessVariant

And you can change the Skeleton level lists e.g. the Melee Lists and keep the Missle Skeletons.
