The author took it down from the nexus, but it is still available on their website. However the skills needed to mod it are far beyond me. I am willing to compensate someone for their time and energy if they are okay with hopping on discord, and walking me through the process. I am also looking for help in having a custom mod made that will make dogmeat into a mutant hound. Once again I am willing to compensate anyone who helps me for their time and effort. Someone to teach you how to do it (which if you haven't learned some by now....) or someone to do the mod for you (again... seems unlikely no one took you up on this)? Just guessing.. I'd say there's a very high probability what you want has already been done- or couldn't be.
