skyrim se WEIRD SHINING SKIN AND SHADOWS

Hi! I'm having this issue with my characters skins (PC & NPC) I tried even to delet every mod, removing all skyrim data on my computer de-install and install again. and even with the cllear game this keeps happening-... the skins are too bright and have weir shadows

I don't really see anything wrong myself. What mods do you have installed what ENB do you have installed?
