Crashing on new game start up

I don't know anything about Buffout logs, but let's look at some other things.

Crashing on start is often a sign of a missing master file.

What mod manager (if any) are you using?  Does it give any warnings about missing files?  If using MO2, there will be a red and black exclamation point in a triangle in the upper right of your manager screen.  If using NMM, if memory serves the esp with a missing master will be highlighted in red.  For Vortex I don't know, never used it.

Are you able to load an old game with the same load order?

When exactly is it crashing - does it start to load and then crash even before the main menu, or do you get to the tutorial and it crashes there?

I am using MO2 and my game crashes when it tries to load a new game, I am not using standard loading,  I using the mod called Start me up

I've heard it's best to load mods post war regardless.  The way I have been doing it recently is I make a new profile in MO with only start me up enabled and then I choose my sex in the bathroom and then go towards the hallway, fix up all my stats etc, and then choose my start.  Then once I get there, I wait until my level ups are done (I usually start level ~10) and then I make a save.  I then copy that save to a separate folder in case I need to start fresh with the same character.  Then I go back to my modded profile, load the game on that save file and let all the mods load.

The buffout log might be better suited to be posted on the buffout support thread on the nexus, but the error you are getting is pretty general so I can't tell anything from it.  It basically means the game couldn't figure out how to handle a problem and decided to close because there was no error handling for the issue.  The people that frequent the thread I linked are more knowledgeable. on the specifics of deciphering these logs.

Also, Travelmedic has good points.  Verify your game files, start with a small load order and test.  Just try start me up by itself, for example.  If it still crashes you have some fundamental problem with how your modding environment is set up.  Make sure to run everything as admin, don't run the game / MO from protected areas in windows such as program files, try it with real time protection turned off if you need to test if antivirus is blocking something
