I kind of solved the problem before positng so I will just briefly explain it and hopefully it can be helpful to others.

I get this CTD on load out of blue with the following crash log.

Unhandled native exception occurred at 0x7FF702F62BEF (SkyrimSE.exe+132BEF) on thread 8976!

FrameworkName: NetScriptFramework
FrameworkVersion: 10
....

Possible relevant objects (2)
{
  [   0]    BSTriShape(Name: `0_Ordinary_HeadRedguard`)
  [  46]    BSFaceGenNiNode(Name: `BSFaceGenNiNodeSkinned`)

I load a different save in different region, which works fine, but when I change to near whiterun, the crash occurs again.

Basically it is related to certain NPCs in this region.

I did some research, some said that Mfg fix caused the crash. The author of Mfg said that the mod makes all NPCs constantly refreshing, so it would cause crash if any NPC in the region has problem. Without Mfg, the crash would only occur when you actually talk to the bugged npc.

Then i try to use EasyNPC to find which npc has conflict, but i have been playing on that save for some time so I feel weird.

I remembered that I run EasyNPC for once but did not make any build before the crash occurs. So this maybe the issue that running the EasyNPC alone would cause some issue.

Then i run EasyNPC again and make a build. A build from EasyNPC replaces all NPC overhauls. I closed all other NPC overhauls and then the save works just fine. Basically all NPCs are just in the same way as in individual NPC overhaul mods (which is what EasyNPC is supposed to do).

I am not sure if EasyNPC is a cause or a cure. But at least using EasyNPC to make one unconflicted build of all NPCs eliminates the problem.
