Help on Overriding Area Mod....

I need a little help overriding some world content in FONV.

 

I took the Tribal Village area, that is completely overridden with Cazadores..etc.. and made a new .esp.
 

Using FNVEdit I copied the area into a new .esp.  

 

In the esp, I cleaned up the 'mess' and added moved some stuff around...  Saved the .esp and put it at the bottom of the Load Order, but I guess I am not doing something right, because nothing changes and the esp isn't overriding content there..

I could be wrong but think sometimes depending on what you mod, you may have to leave and re-enter the cell to get changes to load.

Also, some things get pre-loaded even if you're not in the cell but in an adjacent one. By the time you test, the old stuff may already be in your game. Best way to make sure it really isn't working is getting out of there, parking yourself in an interior, and waiting a few days. Or trying a brand-new game.
