Is Skyim LE capable of handling textures that are BC7 compressed? If not, what is the best option for preserving quality of diffuse and normal maps?

BC7 is only for DX10~11 games. The best quality for your own game would be a mix of DDS and TGA formats. DDS for 1~2K Diffuse textures and 2k~1K TGA 32\RLE (alpha) compression for Normal maps.

Thanks. I might end up making 2 separate texture sets anyway since both games have formats the other doesn't support.
