is there any swingers club in TS4 ?

I was looking for one too and found a decent one actually on the Sims official gallery, search "The Woohoo Lounge" should be the first result you get.

 

Was recently posted and doesn't use any mods or CC, yet looks pretty damn decent.  Honestly it was amazing what the simmer created this just using game assets (assuming you have the listed expansions/packs).  I guess they couldn't call it swingers lounge on the gallery but its clearly a swingers club with beds and areas to have sex in.

If you mean how to make one you just need Wicked Whims and Get Together EP.

Get Together EP adds a new feature called Clubs and you can find out more about them by google.

Wicked Whims adds a couple new club activities... Have Sex, Swinging, and Nudity to make Sex Clubs.

You can then have club meetings at any lot you designate including any clubs members homes.

Well to be fair swinger clubs are a thing in their own, not just for the sex but what they offer in the sense style and accomodation.  Plus there is something just seedy about them you can't get from just a basic hotel room with a swinger party using WW.  An actual swingers club is well...its own thing.

 

They usually have multiple bedrooms, play areas, some have BDSM rooms and gangbang rooms.  Towels and water bottles available at every turn with bowls of condoms or viagra.

 

So while I get that you could turn any place into a WW swing club - outside of "The Woohoo Lounge' I haven't seen too many dedicated buildigns to the actual style of a real swingers lounge/club.  Even with that lot from the gallery, I'd add some CC like condoms and sex toys littered around.
